Low mob spawn rates when over 1 player is connected to realm

While other players are playing the realm I cannot get more than 4 creepers a minute and while I am the only one connected I am getting 30-40 a minute. 

 

Most of them are in villages or near large amounts of cows/sheep if that makes a difference.
