Command Block Coordinates

I have been working with commands blocks and when I use this code the command block clears or earses my coordinates when put into a command block:
execute @e ~~~ clone 398 77-77 412 94 -63 ~_-25 masked normal

The command replaces the clone

{begin}

{end}

and sometimes the whole command that I put in with: ####################### or #'s instead
