Realm Join Permissions not respected

Background: When creating my realm, I set the join permissions to member, after creation, I set them to visitor. I created my realm on the Windows 10 client from a local world.

Issue: New members join with Member permission instead of the set setting Visitor.

When players join, the members management screen in settings states they have Visitor perms but in the pause screen while they are in the lobby, it shows them with Member perms.

On the new players client it also shows them as Member perms and allows them to interact.
