Operator settings not working for Realm owner

I recently have bought a realm server, and wanted to build some structures for Spawn. When I try to enable cheats it does not work, and when I click the crown icon over my name it doesn't allow me to open operator settings. It just says "permission level Operator" and is grey (indicating I can't open it).  I have read countless of threads and tried different things to fix it, yet nothing has worked. (I tried closing the realm, waiting 5-10 minutes, and reopening it, as well as restarting my computer and minecraft itself). I have no idea what to do at this point.
