Librarians Villagers ask for inksacs in trades, but won't accept them when you offer.

I'm playing on Xbox One. My friends and I built a village next to our base and lured villagers to it from other villages. We then started placing Lecterns to generate Librarians because our whole goal was to find mending enchanted books, which are already super rare. Once we got the first Librarian to level 3, it asked for inksacs. We farmed about a 100 inksacs a d went back to him, only to discover that he wouldn't accept then. So we were annoyed, but we proceeded to create books for his level 2 option (which doesn't generate much xp at all for said villager). Then we got to level 4, where he asked for book and quill, which you can't craft because the game doesn't seem to recognize the inksacs. After this we were whatever we'll try the next Librarians we get instead. After waiting for a new Librarian, we farmed paper and leather to get him to level 3 only for him to ask for inksacs, which he also won't accept. This is super annoying and frustrating. Why on earth wpuld you allow them to ask for something we can't craft or give them?
