Beacons not working

When I and other members of my realm are trying to use a Beacon it doesn't work, even though the GUI in the beacon are promising level 2 of any effect, when i've confirmed my prefered effect it's activated, but all effects are at level 1. When I try to use Haste 2 from commands it works but it isn't optimal since i have to renew it all the time and it sticks with me even if I for example die or leave the area.this has been a problem since 1.14, and it's really annoying since I'm trying to dig using insta mine.
