Iron farm with no Iron Golem Spawning

I have created 3 different versions of Iron farms far apart from each other and I can not get any of them to Spawn Golems ... only CATS!

I have watched a dozen youtube videos on things and read the supposedly resolved issue on this site. 

I used 21 villager beds, with 10 villagers and workstations, I used 22 beds with 25 villagers, and inadvertently used a java version with 3 and a zombie. Oh, on the 10 Villager model i have a zombie in a mine cart that zips through to try and scare them ever so often. 

 

I have not tried the 23x23 platform model yet... kinda getting tired of making iron farms with no iron.
