The difficulty is fixed on the wrong setting

Whenever the owner of the realm logs in they have to change the difficulty from Easy to Hard. We tried numerous solutions, including contacting the minecraft website costumer service and googling the issue, all to no avail.

Help would be appreciated in fixing this setting to Hard.
