Spawnchunks don't work

On a realms server a week ago we added a 16 colours wool farm on the spawnchunks and we went to our base that is a 2,000 blocks away from the spawnchunks, and the wool farm didn't generate more than 1 or 3 of wool, and we think it's a bug of realms because it's pretty weird because we know that spawnchunks are ever loaded but with this farm and another farm we added a few hours ago, doesn't generate nothing when we are too far away. It's like if the chunks aren't loaded unless we got to near of them, working like normal chunks instead.
