Cannot connect, shutdown, replace, or rest realm as host

When trying to connect to realm it pops up with "unable to connect to realm"

then when trying to replace, close, or reset the realm it pops up with "failed" to do so

have downloaded a copy of recent backup, however as said, cannot make this the new realm
