Render distance stuck at 8 chunks

Render distance on Realms will not go past 8 chunks, although it has an option to go to 22.  Playing on Xbox One and I usually am able to stay at 20 chunks no problem on our old realm, however I think it may be bugged. Makes navigating The End and The Nether nearly impossible.
