Villager Breeding Broken

What I expected to happen was...:
I have given the villagers beds, and bread. They should have breed

What actually happened was...:
They will not take the bread, and not breed

Steps to Reproduce:
1. Get villagers in area to breed
2. Get them beds
3. Then try and give them bread
