Turtles Cannot Breed

After putting turtles into love mode on home beach, the turtle will return to the water and swim endlessly in circles unable to enter love mode again. XP is gained, so it is assumed the turtle is "pregnant" but no attempts to lay eggs are present, even on home beach.
