Dying Dog Audio Glitch and Certain Areas could but now cant have blocks.

When we started the realm we were able to build everywhere but now we cant build on this certain area that our house is located. We also whenever near our property we hear dogs dying audio when dogs are not dying and lastly Is says we went into creative when we never did and I want the option of not having a creative option on my realm only.
