Haste II Beacon - Instant Mining

With an Efficiency V Diamond Pickaxe and Haste II, the player should get Instant Mining.

This doesn't work for me.

 

The Beacon was set up correctly (9x9 Base). I am able to select Hast II after put in iron ingot.

I get the effect, but the mining speed doesn't change compared to Efficiency V without Haste II.

I am able to reproduce this behaviour on an local Word in Survival Mode.
