villagers won't link to beds or workstations

the villager was linked to both bed and station in the same area. when i moved to other side of room he would not relink to workstation and now will not link to either one. a new villager also will not link to bed or workstation. only one was present at a time and no other beds or workstations are in the area. This also affects 1.14.20
