Bedrock bee update: chunks not loading and cannot download realm on tablet or phone

After 1.13 update I can no longer download to phone or tablet. Says no memory available when 32gb are free

1.14 update created chunk errors at spawn. I have tried downloading to xbox and reuploading, installed backups, and uninstall/reinstalled minecraft on all devices. Nothing is fixing the issue. What can I do to fix?
