Server Lag Make Play Almost Impossible

My Realm is almost impossible to play due to lag with 3 or more users logged in. Rubberbanding is almost continuous; using an Elytra is a fail because terrain barely loads and riding a minecart is slower than running.  With one or two people there are hardly any issues.
