Water and Lava not working on 1.13 Realms

I was on a Realm and noticed first, that the lava texture was replaced by the base water texture. After that I noticed that water in game has no player physics. Water will still flow normally but will not interact with players and lava. Also, if a block is placed underneath water, lava will drip underneath. I have no idea how to reproduce this. I will note that this realm has a lot of command blocks and structure blocks in use but I am not sure how that could affect the lava and water issues. I also do not own the realm but I can get easy access to any of the files as my friend is the owner, if that is needed.

 

I can't get a visual for the water physics, just know that If I go into water it acts like air. I can't swim, I move normally, is I am in survival I can breathe.
