Villagers spawn full grown and not in right area and on an area where no mobs can spawn

Above a player made village i put a mob spawner and 38 blocks above that is the roof made out of bottom slabs so nothing can spawn but when i leave the world and rejoin a full grown villager is on the roof and below the whole village at sea level
