hostile mobs are not spawning

I am experiencing an issue on my Minecraft Realms server where hostile mobs are not spawning. Despite setting the game difficulty to "Normal," mobs do not appear in dark or flat areas, and I have ensured that the light level and surface area are suitable for mob spawning.
