Can't open doors or chests without Operator permission

Players on my realm without operator permissions can't open fence gates, certain chests, or barrels placed down by operators for them. (or break certain blocks.)

i did use the "1.21" built in datapack, if that helps.

it was actually on 1.20.6, but it said there was no such version when i tried to file the report.
