Game glitched during previous update, day/night cycle and weather turned off even though cheats are not active

Long term (9+ years) world currently on realms became stuck with day/night cycle off despite never activating cheat mode or creative. Achievements can still be earned and would prefer to keep it that way, but want a regular day/night cycle. Sleeping in beds sets spawn but does not advance time. weather is also turned off. issue continues when downloading a local copy of the world. and are day/night and weather options accurately depict current setting state.
