New wolves don't follow the biome

Server version is 1.20.6

 

1.When breeding a pale tamed wolf in the jungle biome, a pale wolf was produced.
When breeding a pale wolf and a jungle wolf in the jungle, two types seem to appear randomly.

2. Even if you go to the jungle biome, pale wolves will naturally spawn.
The world started with 1.20.4, but was updated to 1.20.6.
