Marketplace Add-ons Not Showing For Some Players

Some Add-ons aren't showing for some of my players. Some players can't see the gravestones addon and others can't see the Spark Pets addon. I've had them reset their cache and all it does it change which add-on they can see. 

We don't have these issues with add-ons added from outside of the marketplace.
