PC: Bedrock Realms not accepting Resource/Behavior Packs

Bedrock Realms on PC has a 50/50 chance of applying Resource Packs and will not apply any Behavior Packs.  Most come back with an error message "Some of the selected content could not be applied".  Some come up with a failed upload message.
