Hopper visible for some people and not others

We are having an issue where only the person who places a specific hopper can see it. This doesn't seem to happen with other blocks at all. In the F3 menu, the person who placed it can see it as there but the people who can't, can't see it there either. We only noticed the issue because the hopper wasn't filtering into the chest and when I went to look, I realised it just wasn't there on my screen. Opening the chest the hopper is filtering into makes it visible but it still doesn't filter in. We tried breaking the hopper/chest and replacing both with new ones and this did not fix the issue. We all restarted our games and this allows us to see it but does not fix the issue either.
