Behavior packs not downloading on Realms

Behavior Packs are not downloading when player logs into Realms from a PC or Switch.

 

For Example: Escape the Horror House Part 2. I purchased the pack and downloaded it to my realm from my PC. When I logged on from my switch, the behavior pack did not download. It is listed as Unknown Name: This pack is missing! If I delete the world template from my PC and attempt to enter the realm from my PC, the resource packs will download but the behavior pack will not.

 

This also affects non-marketplace behavior packs such as: One Player Sleep v3.1.9 by FoxyNoTail
