Imported World from Nintendo Switch does not allow other players to mine

Importing a world from the Nintendo Switch as a Realm works for the Realm Owner but when other people join they are unable to break blocks, use doors, drop items etc.

Resetting the realm (this was done on the PC Windows 10 edition) was the only way to enable other players to play the game normally.
