Turning realm on/off

According to the support document "Admin options for Realms Java Edition" (https://help.mojang.com/customer/en/portal/articles/1666367-admin-options-for-realms-java-edition?b_id=5408), I should be able to turn the server on or off, but I am unable to do so.
