Cant apply resource packs

So every time I try to apply a new resource pack on my realm it tells me that its "exporting" then it "initializing update" before saying its done and "lets go!". however the download amount is always at 0 out of whatever the amount it. and when i click "Lets Go!" it just sends me back into the setting page.
