Axolotls not spawning on seed

Basically I have a survival world on my realm in which I noticed the absence of axolotls even thought we had thoroughly looked through lush caves, so after this I copied the world and put it on creative and did a game command to kill all the axolotls and it said no entities were found. It is also kinda the same for frogs because only one out of 3 variety spawns.
