Maps found in village chests do not activate

New Realm world created with 1.19
No Cheats, No Experimental Features
Starter Map enabled

Went to Village, discovered Cartographer's house, chest had 2 empty maps.
These maps will not activate, they remain blank.

Starter Map works just fine
