Operator on realm cant change difficulty using /difficulty command on realm

So when the realm owner is not on and i want to change the difficulty level i cant because the /difficulty doesn't work and is considered a cheat. Now i could resolve this by placing a command block but that would disable achievements and the realm owner doesn't want to disable achievements.
