Target block does not transmit Redstone signal

Target block doesn’t transmit a Redstone signal like a normal block. 
What should happen: Redstone dust gets diverted to target block, repeater picks it up on the other side. 
what actually happens:  Redstone dust gets diverted to target block, repeater (not anything else) Doesn’t read the Redstone signal
