Health seems to not regenerating

Health is not regenerating in version 1.16.20. I started to notice this when I start a new survival world, while fighting mobs my health seems to not regenerate even my hunger bar is full. I tried to re create this by drowning my player and it isn't really regenerating, as well as taking fall damages. It is not working
