Punch arrows don't affect TNT

You used to be able to use Punch arrows to punch the TNT if you shot it, after the 1.13 update you can no longer do it, in the attachments there's 2 videos of one on 1.12.1.1 and on 1.16.1.2, the most recent version lacks this feature and it should be fixed

Steps to Reproduce:

1. Place a block of TNT
2. Enchant a bow with Punch
3. Light the TNT
4. Shoot the TNT with the bow

Observed Results:
The TNT is not knocked back.

Expected Results:
The TNT should be knocked back.
