Blocks that are shorter than full blocks limits how fast a mob can run

The Bug

If any mob is on a non full block, the speed of that entity will be limited compared to them walking on full blocks. This could've been implemented as a way to fix ~~MCPE-47075~~.

How to reproduce

Build a floor made out slabs (Easiest to test, but more blocks can be used.)
Summon any mob
Allow it to chase you

→ The mob is heavily limited in how fast it can run
