Smooth lighting doesn't work on blocks that emit light

the game always looks like it is not smoothly lit. the nether is also much darker than should be possible. there is a noticeable change to blocks brightness while smooth lighting is activated/ deactivated. I restarted the world and it was still there. i also exited minecraft in general and it still was not working properly.
