Nothing is growing like my crops and grass is not turning to dirt when i place a block above it. Also Dirt is not growing.

Nothing is growing like my crops and grass is not turning to dirt when i place a block above it. Also Dirt is not growing. I have even updated my game and reinstalled twice and still nothing is fixed after everything I've tried.
