Can't enchant tools with enchanted books using the anvil

In build 6, they added enchanted books to creative inventory, also since build 1 you can enchant books in survival. The problem is that when you put any tool in the anvil, and then any enchanted book, there won't be any results.
In this case enchanted books are useless.
