Riptide's Tornado

I used a trident with riptide enchant and I oriented it to the ground (I did it while it was raining), the tornado wasn't created. Plus, if I did the same thing next to a mob, then I was kicked in the air (And I was headed for the land I'm standing on while it rains). Can they fix this bug?
