Resource packs and Skins

Both Owned skins and owned resource pack don’t appear when offline. I can’t access them they are locked for the skins and with the resource pack the day I need to be on the marketplace. This has been a problem since Customisable skins were added. Also note that I have done both of saving them to my device(Xbox one) and saving them to my Microsoft account. This issue need to be fixed ASP.
