Turtle not moving or breeding

I built a fence for my Sea Turtles and I had one in the enclosure, and 3 more spawned while I was away sleeping, and I don't know if it was the 3 spawning that caused it but 1 of them (I'm assuming the original) was unable to be bred with, and was just standing still in the corner
