Underwater appears super cloudy with a conduit activated

With the conduit activated and granting night vision, underwater is even harder to see in than normal.  I built an underwater area in a base, with a powered conduit but it is so murky/cloudy in it that I can't see more than 4 blocks away at any given time.  It is all source blocks and it is all lit up yet still impossible to see
