Breaking and re-lighting a nether portal causes pigmen to spawn in the portal faster than usual

In navynexus' farm, the nether portals tick on and off which causes pigmen (piglins/zombiefied piglins) to spawn in the portal more frequently than they normally would. Pigmen are supposed to spawn in portals every so often, but is this working as intended?
