Arrow of harming with Instant damage II does close to no damage

When using a harming arrow with instant damage 2 on certain mobs the mobs do not die. I tested it on a skeleton and when I shot it multiple times it didn't die but when I used a Instant damage 1 arrow it did die but still took way too many arrows to die.
