Ancient Debris spawned in level it is not supposed to.

I was searching a nether fortress I had just discovered and I came across a singular block of ancient debris in level 71. From my understanding they are only supposed to spawn in levels 8-22. My seed is -2109369554. The coordinates are 252, 71, and 158 in the Nether.
