Cannot interact with minecart

Playing in Survival I am not able to interact with a minecart.  I cannot push it or get in it.  If it has a chest I cannot open it.  This is true  for new worlds and existing worlds.  It is true for minecarts found in mines and minecarts I craft myself; with and without a chest.

I AM able to destroy the minecart with a tool and can place it again.

It all worked as expected prior to an update I got on 11 August, 2020.  The version number shown for the game in the console is 1.16.2003.70 (but I am not able to enter this in the Affects Versions field on this form).

I usually play on Peaceful but tried changing the setting to Easy momentarily but see the same behavior.  I have a video but it exceeds the 10Mb limit so it is not attached.  It just demonstrates what I have described.
