Command Blocks in pure survival and cheat are not even on with achievements still enabled.

So this is the game breaking as the last one in 1.16.10. Ok so. The bug is that when a person has command_blocks left from that big bug in 1.16.10 they can use the command_blocks to go back to survival and creative in pure - survival (no cheats on with achievements not disabled) world. So heres my request please, disable all command_blocks in a survival when cheats are not yet on(achievements not disabled worlds).      I discovered this in android 9.0
